Gurugram

Our home ground: a district of distinct sub-divisions, tehsils and municipal bodies — and of industrial estates, sectors and villages with very different rules.

City / district

Administrative context

Gurugram district has five sub-divisions (Gurugram, Sohna, Badshahpur, Pataudi and Manesar), five tehsils (Gurgaon, Sohna, Pataudi, Farrukh Nagar and Manesar) and four sub-tehsils (Wazirabad, Badshahpur, Kadipur and Harsaru). Urban local bodies listed by the district are the Municipal Corporations of Gurugram and Manesar, Municipal Councils of Sohna and Pataudi Mandi, and the Municipal Committee of Farrukh Nagar.

Gurugram is not one jurisdiction but many. A plot in a planned sector, a unit in an industrial estate, agricultural land in a village and a parcel in a municipal area may sit a few kilometres apart and still follow entirely different records and permission routes. The first job on any Gurugram site is to place it correctly.

Placing a parcel

  1. Revenue position — village (revenue estate), khasra/killa numbers and tehsil or sub-tehsil, from the revenue record.
  2. Planning position — whether it falls in a notified controlled area and which development plan and zone apply.
  3. Estate or sector position — whether it is part of an HSVP sector or an HSIIDC estate, which brings its own allotment terms and procedures.
  4. Municipal position — which urban local body (if any) the area falls under.

The Gurugram Metropolitan Development Authority was set up under the Gurugram Metropolitan Development Authority Act, 2017 — see the library record.

Questions worth asking on a site search here

  • Which revenue estate (village), khasra/killa numbers and tehsil does the parcel fall in, and do the latest Jamabandi entries match the seller's documents?
  • Is the parcel inside a municipal area, a notified controlled area under a development plan, or an industrial estate? Each has a different permission route.
  • If it is in an estate, who allotted it, on what terms, and what does the estate authority require for a transfer, lease or change of use?
  • What zone does the applicable plan show for the parcel — read from the notified plan, not a brochure?
  • What access is legally available (a public road of what recorded width, or a private passage)?
  • What power load, water source and drainage exist today, and what is only applied for?
  • Is any part of the land subject to forest, PLPA, Aravalli, heritage or airport-height restrictions?
