Where planning control comes from
- Controlled areas declared under the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963, with development plans that zone land for uses.
- Colony licences for urban development under the Haryana Development and Regulation of Urban Areas Act, 1975 and its 1976 Rules.
- Estate terms where land lies in an HSVP sector or HSIIDC estate.
- Building rules such as the Haryana Building Code, 2017.
Questions to answer, in order
- Is the parcel inside a notified controlled area, a municipal area, an estate — or none?
- Which final notified development plan applies, and what zone does it give this parcel? (Drafts published for objections are not operative.)
- Is the intended use permitted in that zone, and on what conditions?
- Does the use need CLU, a licence, an estate permission, or none?
- What other consents does the use trigger (fire, pollution, environment, forest, height, heritage)?

Who decides
The competent planning authority decides. An architect prepares drawings. UdyogSakha prepares the route note and the application pack and tracks progress — without promising eligibility.
