Building plans, construction, revisions, completion and occupation

Keeping what is designed, approved and built in step — and closing out properly.

The approval journey

  1. Plan sanction by the competent authority, on drawings prepared by an architect, under the applicable building rules (in much of urban Haryana, the Haryana Building Code, 2017; in Delhi, bye-laws such as the Unified Building Bye-Laws, 2016).
  2. Other clearances that the building needs: fire, airport height, heritage, environmental clearance for larger projects.
  3. Construction in line with the sanction and its conditions; revised plans sanctioned before building differently.
  4. Completion and occupation — certificates from the responsible professionals and approval from the authority before use.

Keep a permissions register

For each approval: issuing body, reference, date, validity, conditions and who must comply. Update it at every revision.

Common problems

  • Building to a revision that was never sanctioned.
  • Conditions in an earlier permission (for example a fire or environmental condition) not carried into later stages.
  • Occupying before occupation-stage approval.

Who signs

Architects, structural engineers and services consultants sign drawings and certificates within their competence; authorities sanction and certify.
