The framework

Delhi is planned under the Delhi Development Act, 1957. The operative plan is the Master Plan for Delhi 2047, notified on 20 August 2026 as a comprehensive modification of MPD-2021.

Draft versus operative

The plan published for objections in 2021 as draft MPD-2041 is not operative. Rely on the notified MPD-2047 and later modifications.

Finding what applies to a property

DDA's FAQ describes the approach: 1. Find the use zone from the land use plan / zonal development plan (DDA provides a GIS land use plan for reference). 2. Find the use premise from the approved layout or site plan, if any. 3. Check the plan's annexures for permitted use premises and activities.

Transition

Per DDA's FAQ, plans approved under earlier master plans are deemed approved under MPD-2047; new norms apply when additional FAR is availed.
