Planning in the NCT of Delhi is governed by the Delhi Development Act, 1957 and the master plan made under it. The Master Plan for Delhi with the perspective year 2047 (MPD-2047) was notified in the Gazette of India on 20 August 2026 (S.O. 4597(E)) as a comprehensive modification of MPD-2021, and the DDA states it is in force from that date and supersedes MPD-2021.
Delhi land questions start with three things: who owns or manages the land (private, DDA, or other government), what the master plan and zonal plan say about its use, and which body sanctions building plans in that area.
The 2026 change: MPD-2047
The draft master plan published for objections in 2021 (as MPD-2041) has been superseded by the notified MPD-2047. Per the DDA's FAQ, plans approved under earlier master plans are deemed approved under MPD-2047, and new norms apply when additional FAR is availed. Read the MPD-2047 record and the gazette itself before relying on any provision.
Questions worth asking
- What use zone does the land-use plan show, and what use premise does the approved layout plan show?
- Is the land DDA land, acquired land, a land-pooling area, an unauthorised colony under regularisation, or private freehold?
- Which body sanctions building plans here, and under which building bye-laws?
