Haryana Water Resources (Conservation, Regulation and Management) Authority Act, 2020

Creates the Haryana Water Resources Authority, which regulates groundwater extraction — industry, infrastructure and mining users need its permission unless exempt.

Act2020

What we checked. HWRA's FAQ states that industries, infrastructure projects (it lists examples such as hospitals, schools, hotels, malls, clubs and housing societies) and mining projects extracting groundwater apply online through hwra.org.in. It lists exemptions including individual domestic users where there is no public supply, rural drinking-water schemes, armed forces establishments and agriculture. Micro and small enterprises drawing less than 10 cubic metres a day must still register but are exempt from application, late fees and tariff.

Amendments and related instruments

Amended by the Haryana Water Resources (Conservation, Regulation and Management) Authority (Amendment) Act, 2022. HWRA also publishes block-wise groundwater categorisation (see library).
