Power
Read the current bill and sanction: category, sanctioned load and supply voltage. Make the load you need, and its transfer to you, a condition of the deal.
Water and groundwater
Find out who supplies water. If the site relies on a borewell, ask whether it has permission from the Haryana Water Resources Authority, in whose name, and whether it can pass to you. HWRA lists industry, infrastructure and mining among those who need permission, with listed exemptions.
Drainage and effluent
Confirm the sewer and storm-water arrangement, and whether your process needs a discharge consent.
Put it in the lease
Record the utility position in the document and tie rent-free or start dates to the utility being ready.
