Pollution control and environmental clearance

Consent to establish and operate, environmental clearance for larger projects, and NCR air-quality measures.

Environment & pollution2 min readLast reviewed 12 Oct 2026

Three different things

  1. Pollution-control consents from the State Pollution Control Board for industries and activities that need them, depending on the activity's category.
  2. Prior environmental clearance under the EIA Notification, 2006 (as amended) for listed projects, including larger building, construction and township projects above thresholds.
  3. NCR air-quality measures under CAQM's Graded Response Action Plan, which can restrict construction and some operations when stages are invoked.

Checklist

  • Identify the activity's pollution category and the consents needed.
  • Check whether project size triggers prior environmental clearance under the current consolidated notification.
  • Build GRAP restrictions into construction schedules.
  • Keep a register of consent conditions and renewal dates.

Who decides

The Pollution Control Board, the environmental appraisal and clearance authorities, and CAQM. Environmental consultants prepare technical documents.
